Karel Zak f69eba1734 build-sys: add AC_STRUCT_TIMEZONE 
new datetime parsing code assumes macros:

	lib/parse-date.c : HAVE_STRUCT_TM_TM_ZONE
	lib/parse-date.c : HAVE_TZNAME
