In the IPC man pages strictly adhere to the memory, queue, semaphore
order, to reduce disorientation. And for 'ipcmk', the arguments for
-M and -S and -p are not optional. Add --version for 'mountpoint'.

Introduces new function ipc_print_size() which will call
size_to_human_string(), and handles the occasional '([k]bytes)' printing
if default size format is requested.

Use dates without the day, use the full month name, put "util-linux" in
the lower left corner, and "User Commands" or "System Administration"
at the top center.
Also improve here and there the one-line program description.

The dmesg, ipcrm, ipcs, renice and setsid are user-accessible commands
and belong in man1 more than to man8.
