Karel Zak	35c6ed615f	libblkid: move UTF encoding function to lib/ Let's consolidate the code, we need to use it in libfdisk too. It seems better to keep it generic and libblkid independent. libblkid: move UTF encoding function to lib/

Let's consolidate the code, we need to use it in libfdisk too. It
seems better to keep it generic and libblkid independent.

This patch also removes blkid_encode_alloc(), this function is overkill.
