unshare: new command

New utility allows to run process with separate mount, UTC, IPC or
network namespaces.

[kzak@redhat.com: - some cosmetic changes in usage() and err() usage
                  - move "if BUILD_UNSHARE" to separate place in Makefile.am
                  - add unshare to .gitignore]
